Hot air skyway: Polar, Pura or Penta?

Maybe this is a stupid question but Im very confused
I was watching videos and I found the WR lap of Hot air:

I was really impressive because is with Polar!
Crash68 said he used NTSC-U, but isnt Polar and Pura slow characters in this version?

Why japanese Penta (same as PAL, right?) can beat him if he does the same things?!

I missed something or what? I always believed that Polar and Pura NTSC-U have 1/5 in speed and Penta (PAL and NTSC-J) has 5/5 in speed.

How is possible? Explain please

all characters go at the same speed with usf.

Oh... Then there goes the theory about SF and USF being the same thing :/
